The Governance section defines how decisions are made, consent is earned, and artifacts are ratified. It protects the system from arbitrary control, ensures traceable legitimacy, and activates steward roles through ethical onboarding and review.

- No steward may vote without ethics validation
 - No artifact may be ratified without audit traceability
 - No emergency override may bypass documentation
 - No role may be activated without charter consent
