🧭 Purpose

This template guides stewards in submitting proposals for new modules, glossary terms, logic rules, governance policies, or ethical revisions. Every proposal is a constitutional act — not a casual suggestion.

✅ Submission Criteria

proposal_id ✅ Unique identifier, date-stamped
title ✅ Clear and glossary-linked if needed
submitted_by ✅ Must match role-activation.md entry
artifact_type ✅ E.g., glossary term, logic rule, documentation module
linked_modules ✅ Must reference existing constitutional artifacts
justification ✅ Must serve clarity, ethics, or inheritance
ethics_considered ✅ Must pass nxn-ethics validation
review_status ✅ Default is pending until ratified
